(一)辯論資格賽
在資格賽中獲勝的辯論隊(duì)于隔天抽取復(fù)賽辯題
(二)復(fù)賽：
在復(fù)賽中獲勝的辯論隊(duì)于隔天抽取半決賽賽辯題
(三)半決賽
在半決賽中獲勝的辯論隊(duì)于隔天抽取決賽辯題
(四)決賽：
注： 每場比賽有一位點(diǎn)評嘉賓作現(xiàn)場點(diǎn)評，點(diǎn)評嘉賓由評委中產(chǎn)生。
八、比賽規(guī)則
(一)、 比賽程序、用時及相關(guān)要求(全場總計(jì)用時28分鐘)
1、陳詞共6分鐘
正、反方一辯發(fā)言各3分鐘
2、 攻辯階段：
(1) 正方二辯提問，反方二辯回答，雙方累計(jì)時間1分30秒
(2) 反方二辯提問，正方二辯回答，雙方累計(jì)時間1分30秒
(3) 正方三辯提問，反方三辯回答，雙方累計(jì)時間1分30秒
(4) 反方三辯提問，正方三辯回答，雙方累計(jì)時間1分30秒
(5) 正方一辯做攻辯小結(jié)，用時1分鐘
(6) 反方一辯做攻辯小結(jié)，用時1分鐘
注意：每次提問不超過15秒，每次回答不超過20秒�；卮鸱讲坏靡匀魏涡问较�?qū)Ψ教釂�。攻辯雙方必須正面回答對方問題，提問和回答都要簡潔明確。重復(fù)提問和回避問題均要被扣分。正反雙方的攻辯小結(jié)要針對攻辯階段的態(tài)勢及涉及內(nèi)容，脫離比賽實(shí)際狀況的背稿要被扣分。
3、自由辯論階段共用時10分鐘，每方用時5分鐘。(雙方輪流發(fā)言，正方先開始。一方發(fā)言完畢落座后另一方方可起立發(fā)言，不得中途打擾對方發(fā)言。同一方辯手的發(fā)言次序不限。如果一方時間已經(jīng)用完，另一方可以繼續(xù)發(fā)言，也可向主席示意放棄發(fā)言。自由辯論提倡積極交鋒，對重要問題回避交鋒兩次以上的一方扣分，對于對方已經(jīng)明確回答的問題仍然糾纏不放的，適當(dāng)扣分)
4、總結(jié)陳詞階段共用時4分鐘，雙方四辯總結(jié)陳詞，每方用時2分鐘。反方先開始。(辯論雙方應(yīng)針對辯論會整體態(tài)勢進(jìn)行總結(jié)陳詞;脫離實(shí)際，背誦事先準(zhǔn)備的稿件，適當(dāng)扣分)
5、 公布結(jié)果，評委點(diǎn)評
(二)、評判標(biāo)準(zhǔn)
團(tuán)體部分，以全國大專辯論賽的通行辦法為準(zhǔn)，共300分
(1)按辯論階段評分，計(jì)200分
陳詞：30分
攻辯：40分
攻辯小結(jié)：20分
自由辯論：60分
回答觀眾提問：20分
總結(jié)陳詞：30分
(2)綜合印象分，計(jì)100分
語言風(fēng)度：50分
團(tuán)體配合，臨場反應(yīng)：50分 每場評出最佳辯手一名，優(yōu)勝隊(duì)伍一支.
(三)評分原則
1、團(tuán)體部分：
(1)審題準(zhǔn)確把握辯題內(nèi)涵和外延，對所持立場能多層次、多角度理解，論點(diǎn)鮮明，對本方難點(diǎn)能有效處理和化解。
(2)展開對辯題的理解和論述能在廣度上展開，在深度上推進(jìn)，整個辯論過程條理清晰，能給人以層層遞推的美感。
(3)辯駁提問抓住對方要害，問題簡單明了;回答直面問題，有理有據(jù)。注重針對辯題正面交鋒。
(4)配合具有團(tuán)體精神，隊(duì)員間相互支持配合，論辯銜接流暢、方向統(tǒng)一，攻守兼?zhèn)�，自由辯論時發(fā)言錯落有致，體現(xiàn)“流動的整體意識”。
(5)語言普通話標(biāo)準(zhǔn)，語速抑揚(yáng)頓挫，語言流暢，富于感染力，體現(xiàn)國語的優(yōu)美。
(6)辯風(fēng)比賽中尊重對手，尊重主席、評委和觀眾。舉止得體，顯示出良好的道德修養(yǎng)。敢于創(chuàng)新，勇于表現(xiàn)，具有本隊(duì)特有的風(fēng)格，并貫穿全局。
(7)形象著裝整齊，儀表大方，體現(xiàn)出良好的風(fēng)度和氣質(zhì)。
2、個人部分：由評委根據(jù)每位辯手在整場比賽中的表現(xiàn)，給出印象分，可參考：
(1)陳詞流暢，說理透徹，用語得體;
(2)提問合適，回答中肯，反駁有力，反應(yīng)機(jī)敏，幽默風(fēng)趣中寓見解。
(3)臺風(fēng)與辯風(fēng)。
(四)勝負(fù)判定
1、每場比賽的勝負(fù)判斷由評委的綜合評定決定，分?jǐn)?shù)高者獲勝(評委的打分中去掉一個最高分，一個最低分,將其余分?jǐn)?shù)相加取平均值，為該隊(duì)得分)
2、如果兩隊(duì)得分相同，則由評判團(tuán)另行投票，決定勝負(fù)
3、單場最佳辯手只作為個人獎項(xiàng)的評審依據(jù)，與判斷每場勝負(fù)無關(guān)。單場最佳辯手由評委集體商議評出，不設(shè)置分?jǐn)?shù)標(biāo)準(zhǔn)。
(五)點(diǎn)評每場比賽有一位點(diǎn)評嘉賓作現(xiàn)場點(diǎn)評。
九、獎項(xiàng)設(shè)定
一、團(tuán)體獎
1、辯論賽亞軍獎(一個) 獎品：待定
2、辯論賽冠軍獎(一個) 獎品：待定
3、辯論賽季軍獎(一個) 獎品：待定
二、個人獎 1、大賽最佳辯手獎：(一個)決賽，參加比賽的辯手中，累積分最高者獲得該獎。
備注：本次辯論賽將給冠軍隊(duì)、亞軍隊(duì)及季軍隊(duì)頒發(fā)相應(yīng)的獎狀，將會給本次大賽的最佳辯手頒發(fā)相應(yīng)的證書及物質(zhì)獎勵。
附錄
比 賽 須 知
一、 請各系學(xué)生會、學(xué)習(xí)部長、參賽隊(duì)員仔細(xì)閱讀比賽須知，熟悉賽會的日程安排。
二、 請各參賽隊(duì)員及組織人員務(wù)必于每場比賽開始前30分鐘到達(dá)比賽現(xiàn)場。同時，各賽場的黑板裝飾由對戰(zhàn)雙方協(xié)調(diào)商定，在比賽開始前三十分鐘裝飾好，以利于賽事的統(tǒng)籌安排及各場比賽準(zhǔn)備工作的順利進(jìn)行。
三、請各參賽隊(duì)遵守賽事各項(xiàng)時間安排，如遇特別問題，請及時與組織者以及院學(xué)生會學(xué)習(xí)部人員聯(lián)系，以便協(xié)調(diào)安排，保證賽事的順利進(jìn)行。
四、遵守賽會的紀(jì)律及規(guī)則規(guī)定，請?jiān)诿繄霰荣愔白龊眉?xì)致的`準(zhǔn)備工作，以利于辯手在比賽中發(fā)揮出自己的最好水平。
五、比賽期間，各參賽隊(duì)請不要與評委接觸，如想表達(dá)對賽事的意見，請與學(xué)習(xí)部成員聯(lián)系。
六、各系可專門組織本系同學(xué)觀看本系隊(duì)伍參加的比賽，并可組織、準(zhǔn)備適當(dāng)?shù)男麄饔镁�、�?biāo)語口號等，但不得影響比賽現(xiàn)場的正常秩序，不要喊口號或喝倒彩。所有影響比賽正常進(jìn)行的行為，組委會都有權(quán)阻止并要求其離開比賽現(xiàn)場。
組隊(duì)須知
⑴初賽隊(duì)伍由每一年級每班派出代表隊(duì)，可棄權(quán)。
�、泼筷�(duì)人數(shù)為4人，4名辯論選手，每隊(duì)必須在第一輪比賽前設(shè)計(jì)一個屬于自己隊(duì)伍的標(biāo)志。
�、菂①愅瑢W(xué)必須先到各班班長處報名，由各班班長將名單交往辯論賽負(fù)責(zé)人處，全體參賽成員應(yīng)留意最新通知(教學(xué)樓、飯?zhí)�、各棟宿舍一�?，收到組織方通知后務(wù)必盡快回復(fù)，認(rèn)真參與辯手培訓(xùn)，保證出席每次活動會議，無故缺席隊(duì)伍主辦單位有權(quán)取消該隊(duì)參賽資格。
�、葏①愱�(duì)伍應(yīng)遵守比賽規(guī)則，嚴(yán)守選手道德，嚴(yán)禁做出不當(dāng)言行，初次違反者作口頭警告，再違反者扣除團(tuán)體總分5%，第三次違反者主辦單位將立即取消該隊(duì)參賽資格。
�、蓢�(yán)禁冒名頂替，一經(jīng)發(fā)現(xiàn)，立即取消該隊(duì)參賽資格。
⑹比賽前參賽隊(duì)伍需提前10分鐘在比賽地點(diǎn)簽到，準(zhǔn)備開賽事宜，如在開賽時間10分鐘后仍未簽到的隊(duì)伍將視為自動棄權(quán)。
�、吮荣惼陂g，各領(lǐng)隊(duì)負(fù)責(zé)與主辦單位的工作聯(lián)系及本隊(duì)的一切事務(wù)性工作。如在比賽前參賽選手出現(xiàn)突發(fā)情況的需由領(lǐng)隊(duì)提前兩天知會主辦單位。參賽選手如有疑問可以直接找到當(dāng)場學(xué)習(xí)部工作人員詢問，工作人員應(yīng)準(zhǔn)確、清楚、耐心地為同學(xué)解答，如回答有誤的將追究當(dāng)場學(xué)習(xí)部負(fù)責(zé)人責(zé)任。
⑻比賽結(jié)果將在比賽日第二天公布(教學(xué)樓、飯?zhí)?。參賽隊(duì)伍若對當(dāng)天賽果有異的可以由領(lǐng)隊(duì)在賽后詢問當(dāng)場負(fù)責(zé)人，主辦單位需給出一個真實(shí)合理的解釋。
�、腿缫蛱鞖�、器材等不可遇見因素導(dǎo)致比賽無法正常運(yùn)作時，當(dāng)場負(fù)責(zé)人將在比賽開始后20分鐘內(nèi)決定是否繼續(xù)或中止，并在1天內(nèi)予以公告(教學(xué)樓、飯?zhí)?。
具體事宜：
1、 抽簽事宜
第一條. 初賽：在月日確認(rèn)辯題時由各領(lǐng)隊(duì)抽簽分組，確定分組情況及在組序號(具體比賽順序詳見賽程表)
第二條。抽簽分組確定后由各領(lǐng)隊(duì)抽簽決定每場比賽的正反方。
第三條。每場比賽的辯題由該場比賽的正方領(lǐng)隊(duì)抽取。
第四條。各參賽隊(duì)務(wù)必按時到場抽簽，遲到或未到者按棄抽簽權(quán)處理，其賽程由籌辦方隨機(jī)制定。
2、比賽服務(wù)
為評委和辯手提供必要細(xì)致的比賽應(yīng)有的服務(wù)，比如相應(yīng)的評委、比賽記時員、必要的設(shè)備、相應(yīng)的教室、，以便保證比賽的完美順利進(jìn)行。
