關(guān)于留學(xué)的注意事項(xiàng)
415協(xié)議是美國(guó)各大學(xué)研究生院針對(duì)某些學(xué)生同時(shí)接受幾所學(xué)校的含有財(cái)政資助的入學(xué)邀請(qǐng)，卻在事后反悔無(wú)法前來(lái)就讀而導(dǎo)致一些學(xué)額浪費(fèi)的現(xiàn)象，所達(dá)成的共同協(xié)議。此協(xié)議并不是一份法律合同，而且只在美國(guó)實(shí)行，并且只對(duì)簽署該協(xié)議的部分美國(guó)大學(xué)適用。值得注意的是，即使一些學(xué)校加入了415協(xié)議，也可以和學(xué)校協(xié)商對(duì)承諾日期進(jìn)行更改。
協(xié)議主要內(nèi)容
任何學(xué)生在4月15日之前沒(méi)有答復(fù)含有財(cái)政資助的入學(xué)邀請(qǐng)的義務(wù)，學(xué)校如果提早設(shè)定答復(fù)期限將違反協(xié)議。學(xué)生如果在4月15日的截止期限對(duì)以前做出的決定做出任意的改變。但當(dāng)截止日期4月15日后的仍然沒(méi)有答復(fù)的入學(xué)邀請(qǐng)，學(xué)生應(yīng)該在沒(méi)有得到原學(xué)校允諾（一般為書(shū)面）的情況下，不擅自接受其他入學(xué)邀請(qǐng)。這一協(xié)議目前在執(zhí)行上比較松散，學(xué)生和學(xué)校往往可以在任何時(shí)間進(jìn)行協(xié)商。不過(guò)它仍然從一定程度上規(guī)范了學(xué)校的招生行為，解決了以前學(xué)校各自設(shè)限要求學(xué)生答復(fù)的行為。
415協(xié)議英文原文
''Acceptance of an offer of financial support (such as a graduate scholarship, fellowship, traineeship, or assistantship) for the next academic year by a prospective or enrolled graduate student completes an agreement that both student and graduate school expect to honor. In that context, the conditions affecting such offers and their acceptance must be defined carefully and understood by all parties.“欲申請(qǐng)或報(bào)名下一學(xué)年研究生的學(xué)生，就是否接受含有財(cái)政資助（如研究生獎(jiǎng)學(xué)金，研究基金，實(shí)習(xí)津貼，或助教獎(jiǎng)學(xué)金）的入學(xué)邀請(qǐng)問(wèn)題上，與研究生院校達(dá)成協(xié)議。協(xié)議中清楚規(guī)定了入學(xué)邀請(qǐng)的條件，以及接受邀請(qǐng)的`細(xì)節(jié)，并要求各方能夠清楚理解。
Students are under no obligation to respond to offers of financial support prior to April 15; earlier deadlines for acceptance of such offers violate the intent of this Resolution. In those instances in which a student accepts an offer before April 15, and subsequently desires to withdraw that acceptance, the student may submit in writing a resignation of the appointment at any time through April 15. However, an acceptance given or left in force after April 15 commits the student not to accept another offer without first obtaining a written release from the institution to which a commitment has been made. Similarly, an offer by an institution after April 15 is conditional on presentation by the student of the written release from any previously accepted offer. It is further agreed by the institutions and organizations subscribing to the above Resolution that a copy of this Resolution should accompany every scholarship, fellowship, traineeship, and assistantship offer.''任何學(xué)生在4月15日之前沒(méi)有答復(fù)含有財(cái)政資助的入學(xué)邀請(qǐng)的義務(wù)，學(xué)校如果提早設(shè)定答復(fù)期限將違反協(xié)議。學(xué)生如果在4月15日的截止期限對(duì)以前做出的決定做出任意的改變，必須在4月15日之前向原校方上交一份書(shū)面辭呈。但當(dāng)截止日期4月15日后的仍然沒(méi)有答復(fù)的入學(xué)邀請(qǐng)，學(xué)生應(yīng)該在沒(méi)有得到原學(xué)校允諾(一般為書(shū)面)的情況下，不擅自接受其他入學(xué)邀請(qǐng)。也就是說(shuō)，如果在4月15日之后收到其他邀請(qǐng)，需要得到原校方允諾才能接受。簽署以上決議的院校均同意415協(xié)議適用于所有含有財(cái)政資助的入學(xué)邀請(qǐng)。
